Brigadier General Francis E. Quinlan, USMCR (Ret)
General Quinlan, an attorney at law, is a partner in Kester and Quinlan in Newport Beach, California. Following graduation from the University of Wisconsin in 1970, he was commissioned a Marine second lieutenant and proceeded to flight school where he was designated a Naval Aviator in April 1972. He is presently a Brigadier General in the Marine Corps Reserve serving as the Commanding General I MACE.

Following his active duty service, General Quinlan earned his JD from Southwestern University in Los Angeles and a Master of Laws Degree in taxation from Boston University. In 1979 he accepted an appointment as a Special Agent with the FBI and was assigned to the Los Angeles area where he investigated white collar crime, organized crime, public corruption cases and also served as a FBI pilot for selected missions.

He and his wife, Margie, reside in Corona del Mar, California, with their two children.
